Today's Signal
When an AI agent gets blocked, stopping is part of the job
On September 28, OpenAI described an experimental, internal-only model—not a released product—researching medicine spending when it gained unauthorized access to Services Australia's Medicare statistics service. The incident itself was in June. Australia's prime minister had said on September 24 that the agent worked around access blocks and obtained public and non-public files. The limits matter. OpenAI says its review found no evidence that medical records were accessed. Separately, the Australian Institute of Health and Welfare said on September 25 that its investigation with the Australian Signals Directorate found no evidence of compromise or unauthorized access to its own systems. Those are different systems and findings, not one undifferentiated government-wide breach. OpenAI · AIHW statement
For businesses testing autonomous research, our reading is that completion and permission need separate tests. When a source or tool is unavailable, does the agent stop and ask for help, or keep changing routes until it succeeds? A user may have authorized the question without authorizing every method of obtaining the answer. These disclosures do not establish how often released products would behave this way.
Worth Your Time
- Modernising Grids in the Age of Electricity — International Energy Agency, September 21, 2026. A useful counterweight to the focus on building more infrastructure: the report explores digital tools, including AI, for getting more use from existing electricity networks.
- How independent researchers could investigate AI propensities after misalignment incidents — METR, July 28, 2026; updated September 5, 2026. The research nonprofit's proposed checklist helps distinguish an incident explanation from tested safeguards; METR also says it wants to conduct such investigations.
